Having more features then a version that had no features isnt exactly note worthy if its still miles behind the random free forum software you can find all over the internet.
A dislike button for example, what the **** is the point of only having a like button, is this supposed to be some sort of ******* hippy gathering? Ideally it would by default minimize posts of people with a negative rating below a certain level but i suppose we can only dream of ever achieving the market standard

However, I agree with your thoughts on the dislike button. I think they're afraid that if they give such a thing to the Eve community, bad behavior would go on a rampage for people to see how many dislikes they can attain  (I know I would)
This is eve, people dont need a reason to behave bad.
Apart from that theres a fairly large difference between functional and good;
This forum has a lot of technical, design and security flaws that need to be worked out, of course its home built and new and CCP ignored most of the QA feedback they got so this is not really a surprise nor is it a problem, they'll get around to it eventually.
Feature wise on the other hand the forum is a bit of a joke, compared to the standard for modern forums that is. Its a hell of a lot better then the previous forum but thats not a surprise, they bought that piece of **** from some random company and it was pretty much devoid of features when they got it.
Design is obviously a matter of taste, personally i dislike all the empty space everywhere and the silly space background, i prefer compact and simplistic so that its usable on phones as well. Why on earth they're not using 100% of the screen width is beyond me, i suppose style over substance  |

I very seldom wish to use such a broad black-out, but here is a broad I have no interest in seeing further comments from.

Without a dislike option the system means nothing as there is nothing to compare your quantity of likes against.
For example; If you get 5 likes you might think your post is good, even though only 5 out of the 200 readers actually thought so. Without giving the other 195 the ability of dislike the entire system is nothing more then phase 2 in CCP public image campaign, this entire forum is filled with people who only get positive responses to their forum posts
